Japan's emperor pictured looked in high spirits as he attended an event in Niigata with his wife Empress Masako. The royal couple were in the Japanese city for the opening ceremony of the National Cultural Festival. The event is dubbed the largest of its kind in Japan, where guests enjoy music and art from the area. Speaking at the event, the Emperor said: '[The festival] will lead to the creation of an environment in which many people can come into contact with art and culture.
